This song is the opening and theme song of 秦时明月 The Legend of Qin (originally sung by Hu YanBin, this version is Zhou Shen's cover of it) which is China's first 3D animation broadcasted in 2007.
The animation follows the rise and fall of the Qin Dynasty.

Okay, I have not watched the animation and so my interpretation of this line is very limited. My understanding is that this line refers to the resentment and hatred that is passed on from past to present, AKA 'tasting the rounds of reincarnation'. This resentment may come from hardships that people experienced in the past, such as war, famine, subjugation by foreign powers or corruption, which then go on to affect future generations, therefore passing on that 'hatred'. Or another possibility, since this animation is about the Qin Dynasty, is the regret that the dynasty did not manage to last for long (221 - 206 BCE). Later generations will study the history and the reasons why it did not last, learning lessons from the past and sort-off inheriting the regret and resentment from ancient times.
