He was born in Istanbul and his father was Mecidiye Kruvazörü Kumandanı Mehmet Bey. After completing his education, he worked as an estimator in the Customs Administration before making a living playing piano and nay in casinos and show halls. He composed operettas and wrote songs, and his music has been performed and recorded by various artists. Kaptanzade Ali Rıza Bey passed away on February 16, 1934, in Edremit.
